A borrowed neutral is a load whose line comes from one circuit and whose neutral returns on another. On a domestic job it is nearly always the landing light, wired two-way between the upstairs and downstairs lighting circuits by an electrician decades ago who saved a length of twin and earth. It was never permitted, it breaks BS 7671 Regulation 314.4 on separation of circuits and 537 on isolation, and it shows up the moment a board is converted to RCBOs: the landing light comes on and two RCBOs drop. - A borrowed neutral joins two circuits so that isolating one leaves a live neutral in the other.
- On RCD or RCBO boards it causes immediate tripping when the shared load is switched on; on non-RCD boards it hides for years.
- The dead test is neutral-to-neutral insulation resistance between circuits with both isolated at the board.

- The proper fix is a dedicated neutral for the two-way circuit; a single shared MCB is the fallback, labelled.
What is a borrowed neutral and why was it done?
Two-way switching needs a line at the switch and a switched line to the lamp, and the lamp needs a neutral. Modern practice runs the strappers between the two switches and takes the lamp's line and neutral from the same lighting circuit. In older work, particularly 1950s to 1980s houses where upstairs and downstairs lighting were separate circuits, the electrician often fed the landing light's line from the upstairs circuit at the top switch and picked up a neutral from the nearest ceiling rose, which was on the downstairs circuit. One cable saved, and on a board of rewirable fuses it worked without complaint.
Other places borrowed neutrals turn up:
- Hall and landing two-way with an intermediate switch on a half-landing.
- Outside lights added later and fed from the nearest switch with the neutral from a different circuit.
- Extractor fans wired to a lighting circuit for the switched line but to a socket circuit for the permanent line and neutral.
- Immersion heater or boiler wiring where a neutral was taken from the wrong terminal in a wiring centre.
- Two consumer units in one property with a circuit spanning both.
BS 7671 has not allowed any of these since the 15th Edition. Regulation 314.4 requires that each circuit is separately isolable so that the neutral of one circuit cannot be energised from another. Regulation 537.2 on isolation and 132.15 on the ability to isolate each circuit say the same thing from the other direction.
Why does a borrowed neutral trip RCBOs?
An RCD measures the difference between line and neutral current in its own circuit. With the landing light fed from circuit A's line and returned through circuit B's neutral, when the light is on RCBO A sees 0.05 A leaving and nothing returning, and RCBO B sees 0.05 A returning that never left. Both trip. A 30 mA device on a 60 W lamp will trip in both directions every time.
On a split-load board with both lighting circuits on the same RCD the imbalance cancels within the RCD, so it holds, which is why so many borrowed neutrals only became visible when RCBO boards became normal. That does not make the shared RCD a fix. Isolate the downstairs lighting MCB and the downstairs ceiling roses still carry a neutral that becomes live when the landing light is on, because that neutral is now the only return path for the upstairs lamp. Anyone working on the downstairs circuit with the downstairs MCB off gets a surprise. This is the shock risk BS 7671 is preventing and the reason a borrowed neutral is a real defect rather than a nuisance.
How do you find a borrowed neutral on an EICR?
You will not find it with a visual inspection. It needs dead testing, and the method is straightforward once the neutrals are separated at the board:
- Isolate both lighting circuits (or all circuits you suspect) and prove dead.
- Disconnect the neutrals of the suspect circuits from the neutral bar. Keep them identified.
- Insulation resistance between the neutral of circuit A and the neutral of circuit B at 500 V. A healthy pair reads open (>200 MΩ). A borrowed neutral reads low, often under 1 Ω on a low-ohms test, or the IR tester reads a lamp filament or LED driver.
- Switch the lights while watching the reading. Two-way switching means the join may only appear in one switch position. Operate every two-way and intermediate switch through all combinations.
- Localise the join by disconnecting the neutral at ceiling roses along the suspect circuit until the reading opens.
If the circuits are already tripping, the fault is confirmed and you go straight to step 5. The same neutral-to-neutral test between every pair of final circuits is worth doing routinely on an EICR of an older house, because it takes two minutes per pair with the neutrals already off for insulation resistance testing. How do you find one during a consumer unit change?
The board change is when most borrowed neutrals are discovered, usually at the point where the new RCBOs are in and the landing light will not stay on. Prevention is cheaper than diagnosis with the client watching:
- Do the neutral-to-neutral test on the old board before the change, as part of the pre-work testing that a consumer unit replacement needs anyway. Consumer Unit Replacement: Which Certificate and What to Check covers what to test first.
- Ask the client whether the landing light is on a different fuse from the upstairs lights. A surprising number of householders know.
- When labelling the old board, note which fuse kills which lights, including the landing and hall. A landing light that goes off with the downstairs fuse but the switch at the top of the stairs is on the upstairs circuit is your clue.
If you find it after the RCBOs are in, the options are set out below. Do not "fix" it by moving both circuits onto one RCBO and calling it done without recording it.
What code is a borrowed neutral on an EICR?
Electrical Safety First's Best Practice Guide 4 lists "borrowed neutral" under C2, potentially dangerous, with the reasoning that isolating a circuit does not make its neutral dead. NICEIC's guidance follows the same line. Where the board is RCD-protected and the circuits are on separate devices the fault is also going to cause tripping, which reinforces the case.

How do you fix a borrowed neutral?
In order of preference:
- Run a neutral. Take a neutral from the landing light's own circuit to the rose, or rewire the two-way so the lamp's line and neutral both come from one circuit. This is often one cable from the upstairs rose to the landing rose, through a ceiling void. Fully compliant and the only fix that removes the hazard. - Combine the circuits. Put both lighting circuits on a single MCB or RCBO so there is one point of isolation. This is compliant provided the combined load and cable are suitable and the device is labelled "upstairs and downstairs lighting". It loses the separate-circuit benefit that Regulation 314.1 asks for, but that is a C3-level consideration rather than a hazard.
- Change the switching arrangement. Replace the two-way with a single-circuit arrangement using a wireless or retractive switch and a relay, which removes the cross-circuit connection without pulling cable. Useful in finished houses where cabling is impractical.
What is not a fix: leaving both circuits on separate RCBOs and telling the client the trip is "normal"; or shifting them onto one RCD without labelling and recording it.
Are borrowed neutrals ever found outside lighting?
Yes, and they are harder to spot. In wiring centres for heating systems, a neutral for a zone valve or a pump taken from the wrong terminal can borrow from a socket circuit or a boiler circuit. In older commercial work, three-phase lighting circuits sharing one neutral across phases were common (a shared neutral rather than a borrowed one, and permitted with a linked triple-pole breaker, see Three-Phase Testing Basics for Domestic Electricians). And a fan with a permanent line from a socket circuit and switched line from lighting is a two-circuit supply to one load, coded the same way.
